Antonio Logan-El of Forrestville, Md., a long-time commitment to Maryland; Top 150 quarterback Pat Devlin of Exton-Downingtown East, Pa., who decommitted from Miami-Florida; and Super Prospect defensive lineman Phillip Taylor of Clinton-Gwynn Park, Md., over Maryland, have chosen Penn State.
